Chief Advisor directs to work to prevent certification fraud to maintain good reputation in international labor market

Chief Advisor Professor Muhammad Yunus has directed to take measures to prevent fraud and use of fake certificates of various skill development training certificates to maintain Bangladesh’s good reputation in the international labor market.

The Chief Advisor gave this instruction at the meeting of the Governing Body of the National Skill Development Authority (NSDA) held at the office of the Chief Advisor in Tejgaon on Sunday (February 08, 2026).

This was the second meeting of the Governing Body of the National Skill Development Authority established in 2018. Earlier, the first meeting of the Governing Body was held in 2022.

In his speech as the chairman, the Chief Advisor said that NSDA is a very good framework for developing skilled human resources based on the needs of the national and international labor markets. It will become more important as the demand for Bangladesh’s labor force increases in the international market.

The Chief Advisor said that there is a lot of demand for Bangladeshi labor in the global market. But the reputation of our workers is being tarnished due to skill training certificate fraud and cheating. If employers lose trust, skill development initiatives will fail, he said, all these frauds must be stopped. Emphasizing on building the country’s brand image, the Chief Advisor said, “Employers should say that the workers who have come from Bangladesh will definitely do well.”

The Chief Advisor expressed hope that the initiative taken by the National Skill Development Authority to introduce a uniform quality certification system in all training institutions will play an important role in preventing such frauds.

The Chief Advisor also said that our young generation is very creative and promising. Our responsibility is to open the doors of possibilities for them. The Chief Advisor emphasized on the necessary initiatives and coordination so that private entrepreneurs can work more transparently and effectively.

The meeting reviewed the progress of the implementation of the decisions of the previous meeting and decided to establish an integrated skills ecosystem. Under this ecosystem, it will be possible to ensure uniform curriculum and standards for training programs organized by various ministries. If this system is fully implemented, it will not only increase the quality and credibility of the certificate in the international market, but also reduce the wastage of government money, it will also make it easier to formulate and implement a strong plan centrally for assessing the needs of workers in the industrial sector and developing the workforce.

In addition, the Governing Body meeting approved the long-term goals of NSDA to address global challenges after the transition from LDC. Notable among the long-term plans are to conduct a ‘skills gap analysis’ in emerging sectors, bring all development projects under the NSDA curriculum and competency standards, align the Bangladesh National Qualifications Framework (BNQF) with international benchmarks, and bring the vast workforce in the informal sector under the National Skills Certificate through ‘recognition of prior experience’.

Among other issues, the meeting discussed the issue of providing CDC to students trained at the Institute of Marine Technologies (IMT) under the Ministry of Expatriates’ Welfare and Overseas Employment.

The meeting was attended by Shipping and Labor and Employment Advisor Brigadier General (Retd) M Sakhawat Hossain, Industry, Housing and Local Government Advisor Adilur Rahman Khan, Bangladesh Investment Development Authority Executive Chairman Chowdhury Ashiq Mahmud Bin Harun, Principal Secretary to the Chief Advisor, Executive Chairman of NSDA, secretaries of various ministries and other senior officials.
